Role Overview

The  Compliance  Manager  will  work  to  ensure  that  Bupa  Global  DAC  operates  in  line  with  CBI  expectations  and  EEA regulatory requirements. The role will maintain and support all of the day-to-day relationship with the Central Bank of Ireland  (and  other  regulators  as  required).  The  successful  applicant  will  maintain  stakeholder  management  across  the business  and  the  wider  Compliance  function;  provide  high  quality  advice  and  constructive  challenge  and  support  the Head of Compliance in all reporting and education required by the Exco, Board and Risk Committees.

 

Role Responsibility

Support the Bupa Global DAC Compliance function

  • Play a role in support of all operational systems and processes and ensure that they are in line with the Compliance framework for Bupa Global DAC, and the expectations of the CBI and EEA Regulatory Authorities;
  • Ensure that the reporting structures, templates and mechanisms are in place to provide the Exco, Board and Risk Committee with the appropriate oversight and information to make decisions that are in-line with compliance requirements

Regulatory Compliance

  • Ensure timely and accurate delivery of all relevant regulatory filings, notifications and escalations;
  • Develop and maintain a proactive and open relationship with the CBI and EEA Regulatory Authorities;
  • Provide a compliance advisory service to the Bupa Global DAC business, combining an enabling approach with robust independent 2nd line judgement;
  • Provide compliance/ technical knowledge input on key projects;
  • To comply with and take into account any requirements from the CBI and EEA Regulatory Authorities.
  • Support, escalate and oversee the investigation and resolution of regulatory incidents and breaches (In Dublin and across the Branches);
  • Support the Head of Compliance in building and tracking to completion the Compliance Plan and Compliance Monitoring Plan, ensuring clarity of planned activities across Bupa Global DAC and planned assurance work;
  • Provide effective compliance oversight and support to the overseas Branch network; ensuring awareness and driving compliance with relevant regulatory requirements.

Regulatory Change

  • Help to provide direction optimally with regard to regulatory change. Advise on the impact of CBI and  appropriate European/ International regulation, with a view to optimising Bupa Global DAC’s business model to both maintain full compliance and maximise competitive advantage;
  • Lead projects and work to drive implementation of regulatory change ensuring that timely compliance is achieved;

Relationship Management

  • Establish and maintain links with key stakeholders, their teams and establish strong working relationships;
  • Develop strong network and stakeholder relationships across the wider Bupa Compliance function to stay well connected to the enterprise and ensure professional / technical development.

Culture and Conduct

  • Support the embedding of a pro-active risk management culture across the business and act as a spokesperson for the business-wide benefits of such;
  • Ensure that you live the Bupa values and a role model for conduct standards for colleagues;
  • Drive a culture of continuous improvement that constantly seeks to improve customer outcomes, eliminate waste and increase efficiency and productivity
  • Help to ensure that staff across the regulated businesses have appropriate awareness of the importance of being regulated and in developing and driving a culture that proactively identifies and manages regulatory risk.

 

The Ideal Candidate

  • Ideally professionally qualified (i.e. ACOI; Legal or Risk) plus Bachelor’s Degree or equivalent on-job experience
  • Insurance management; risk management systems and controls.
  • Expert knowledge of general insurance contracts (ideally health insurance and IPMI)
  • Previous continuous engagement and constructive relationship with regulators and in particular CBI (and European Regulators as required)
  • Ability to manage Compliance issues on a portfolio basis with the Compliance landscape spanning many different jurisdictions.
  • Money Laundering regulations
  • Significant and broad financial and commercial experience gained across the Financial Services sector
  • Very strong Stakeholder management skills with a proven track record of influencing internally & externally.
